Following the international ramifications of the September 11 attacks, the Cabinet of the State of Kuwait issued resolution 867 in October 2001, aiming at streamlining charitable work, orienting it to certain purposes to achieve its desired objectives, and supporting the efforts of humanitarian organizations and raise the level of its institutional performance, and ensure the presence of legal and financial control over its activities. The Cabinet of the state of Kuwait has been assigned the Ministry of Foreign Affairs. Under this resolution, the task of supervising the foreign activities of all Kuwaiti Humanitarian Organizations, then came the Security Council Resolutions related to combating the financing of terrorism, issued under Chapter VII of the United Nations Charter, in addition to the recommendations issued by the Financial Action Task Force (FATF), that advocates the importance of taking the measures necessary to combat the financing of terrorism, and ensuring that terrorist groups do not exploit funds for charitable donations. The State of Kuwait firmly believes in the integrity of its humanitarian and charitable institutions; therefore, the Ministry of Foreign Affairs and since its assignment in 2001, has been seeking to strengthen the leadership of Kuwaiti humanitarian and charitable work globally and to exert more efforts to ensure its immunization and avoid suspicion.
