In July 2018, the Ministry of Foreign Affairs (MOFA) established the "Safe Traveler" tool. It's an essential electronic tool in our portal. to ensure full immunization of our citizens working in Kuwaiti donor organizations, and their companions, during their stay abroad. In addition, this tool provides MOFA and our diplomatic missions with the necessary information regarding travelers, whether working for government organizations or NGOs, to provide protection and support in emergencies. The Ministry's keenness to follow up on its citizens in general and the humanitarian workers, in particular, stems from its sense of responsibility in providing care and protection to its citizens under the Vienna Convention on Consular Relations of 1963 and providing support to our humanitarian workers to strengthen the State of Kuwait's leadership in this field.

The "Safe Traveler" allowed MOFA and its diplomatic missions abroad to communicate directly and promptly with Kuwaiti donor organizations officials when they needed advice and counsel, which contributed to the success of their humanitarian mission. Or extend to providing them with instructions related to their safety in light of life-threatening challenges they may confront in remote and distant areas that are not always safe or close to tension and armed conflict. The idea of establishing the 'Safe Traveler' comes as a result of a series of past recurring events, where several Kuwaiti humanitarian workers in some countries were subject to detention by security forces due to doubts and suspicions arising from their presence in certain areas, which led Kuwaiti diplomatic missions immediately to interfere to protect and reiterate on their noble humanitarian objectives that aim to provide humanitarian and development support to the affected and disadvantaged groups, emphasizing on the legality of their presence and mission under the umbrella of the Kuwaiti regulatory authorities.
